While undoubtedly controversial in other parts of the world, horse meat (basashi) is not uncommon in parts of Japan. I ate basashi at Imozo restaurant off Kiyamachi-dori in Kyoto.
Served raw, sashimi style with soy sauce, minced garlic, and ginger.
Taste was very mild.
